But the children of these illegal entrants do not have a comparable situation.”
“ Even if the State found it convenient to control the behavior of adults through actions carried out against their children, the legislation that directs the burden of proof of a parent's misconduct against his children does not coincide with the conceptions fundamentals of justice,” added Judge Brennan.
